Centre for Development of Telematics (C-DOT) provides grants to 18 start-ups selected in cohort 1 under ‘Samarth’ program - A cutting edge Incubation Program for startups in Telecom & ICT Sector.

The Centre for Development of Telematics (C-DOT), an autonomous telecom R&D institution under the Department of Telecommunications (DoT), Government of India, launched ‘Samarth’ Program- A cutting edge Incubation Program for startups in Telecom & ICT Sector. In the first phase 18 startups have been selected in cohort 1 through a competitive process. These startups are provided financial grant, fully furnished office space and access to C-DOT’s lab facilities at Delhi and Bengaluru campuses. To kickstart the program C-DOT hosted a mentoring-cum-acceleration session for the first cohort of its “Samarth” incubation program at the C-DOT campus in New Delhi. This initiative is aimed at nurturing sustainable and scalable business models by providing startups with financial grant, advanced resources and guidance for transition from ideation to commercialization. “Samarth” Incubation Program offers holistic support to startups and innovators working in telecom applications, cybersecurity, 5G/6G technologies, artificial intelligence, IoT, and quantum technologies. The program is structured in two cohorts of six months each, accommodating up to 18 startups per cohort—thus supporting a maximum of 36 startups under the initiative. Software Technology Parks of India (STPI) and TiE (The Indus Entrepreneurs have been selected as the implementation partner for the program. Delivered in a hybrid format, “Samarth” leverages state-of-the-art infrastructure, expert mentorship, and access to a strong network of investors and industry leaders to empower emerging entrepreneurs. Each selected startup under the program receives a grant of up to ₹5 lakh, fully furnished office space for six months at C-DOT campuses in Delhi and Bengaluru, access to C-DOT’s lab facilities, and mentorship from C-DOT technologists and external experts. Progressing startups will also be eligible for potential collaboration and further financial grants under the C-DOT Collaborative Research Program (CCRP). A distinguished Selection Committee comprising members from academia, industry, C-DOT, and STPI assessed the shortlisted applicants on criteria such as the quality of their pitch, relevance of the idea, innovation, product potential, team strength, execution capability, and alignment with the problem statements. Based on this evaluation, 18 startups were selected for inclusion in Cohort-I. The list of selected startups was announced on https://www.cdot.in and https://cdot.sayuj.net. The selected startups are : Turtleneck Systems & Solutions Private Limited, Matisoft Cyber Security Labs Pvt. Ltd., Revino Solutions Private Limited, Ajayan Consulting Pvt Ltd, Vital Carbon Pvt. Ltd., Atibha Research and Development Pvt Ltd, Alphappleton Innovations Private Limited, Agriverse Innovations Pvt. Ltd., Haranzel Technologies Pvt Ltd, Threat Expert Cyber Solutions Pvt Ltd, Brahmi Systems (OPC) Pvt Ltd, Paravani Business Solutions Private Limited, Purvanchal Engineering Systems Private Limited, Aaizel International Technologies Pvt Ltd, Brenin Technologies Private Limited, Jumps Automation LLP, Master Education Pvt. Ltd., and Farsight Innovations Private Limited. The launch event saw the presence of senior dignitaries including the Dr. Rajkumar Upadhyay, CEO C-DOT, Sh. Arvind Kumar, DG STPI, Mr. Atul Dhawan, President TiE(Delhi- NCR Chapter), mentors, venture capitalists, representatives from TiE (The Indus Entrepreneurs) Delhi-NCR, selected startups, and technical mentors from C-DOT. During the session, each selected startup was awarded the first tranche of funding amount.

C-DOT Partners with IIT Delhi for developing “AI-powered chatbot for critical disaster warning & emergency applications”

In a significant move to enhance disaster resilience and emergency communication, Centre for Development of Telematics (C-DOT), the Telecom R&D centre of the Department of Telecommunications (DoT), Government of India, has signed an agreement with Indian Institute of Technology Delhi (IIT Delhi) for the development of a “Generative AI-Enhanced Chatbot for Customer Support in Disaster Early Warning and Emergency Communication”. This initiative aligns with the broader vision of enabling automated and reliable communication services and strengthening India's disaster preparedness infrastructure. The AI-powered chatbot will provide real-time multilingual assistance to disaster managers, first responders, and affected communities by leveraging advanced Natural Language Processing (NLP), Text-to-Speech (TTS), Speech-to-Text (STT), and Image Processing techniques. It will integrate with 3GPP-compliant emergency communication protocols to ensure seamless coordination during crises. Additionally, the solution will be fully on-premise, ensuring cybersecurity compliance, data privacy, and high availability for mission-critical applications. The solution will be integrated with the existing Disaster Management System of NDMA developed by C-DOT to enhance the capability of the platform. The agreement was signed under the C-DOT Collaborative Research Program (CCRP) during a ceremony attended by Dr. Rajkumar Upadhyay, CEO, C-DOT, Ms. Shikha Srivastava, EVP-II, C-DOT, Prof. Brejesh Lall, Principal Investigator from IIT Delhi, and Col. (Dr.) Amit Oberoi from Carnot Research Pvt. Ltd., the implementation partner of IIT Delhi. Dr. Rajkumar Upadhyay, CEO, C-DOT, emphasized the importance of indigenous innovation in disaster communication technologies, highlighting how AI-powered solutions can address India's diverse and complex emergency response needs. He reiterated C-DOT’s commitment to developing secure, scalable, and India-specific telecom solutions, reinforcing the vision of 'Atmanirbhar Bharat' in critical communication infrastructure. Speaking on the occasion, Prof. Lall highlighted the transformative potential of AI-driven disaster communication, emphasizing the importance of real-time, secure, and multilingual support in crisis situations. Representatives from C-DOT reaffirmed their commitment to this collaboration. By integrating AI-driven decision support systems, emergency call routing, and multilingual voice recognition, this initiative is set to revolutionize disaster response in India, ensuring faster, smarter, and more efficient communication during emergencies.

Centre for Development of Telematics (C-DoT), an autonomous Telecom R&D centre of Department of Telecommunication (DoT), Govt. of India launches first cohort of Incubation Program named as “Samarth” with a focus on fostering innovation and promoting technological advancements in India’s telecommunications and IT sectors. “Samarth” Incubation Program is designed to provide comprehensive support for startups and innovators engaged in creating next-generation technologies in the fields of Telecom Software Applications, Cyber Security, 5G/6G Technologies, AI, IoT Applications & Quantum Technologies. The program aims to encourage the development of sustainable and scalable business models, offer access to cutting-edge resources, and help startups bridge the gap from ideation to commercialization. C-DOT has selected Software Technology Parks of India (STPI) as the Implementation Partner to drive the vision of nurturing high-impact, innovative solutions and start-ups in the tech ecosystem. Software Technology Parks of India (STPI) is a premier S&T organization under Ministry of Electronics and Information Technology (MeitY) engaged in promoting IT/ITES Industry, innovation, R&D, start-ups, product/IP creation in the field of emerging technologies like IoT, Blockchain, Artificial Intelligence (AI), Machine Learning (ML), Computer Vision, Robotics etc. ‘Samarth’ represents a dynamic and supportive environment for startups looking to make their mark in the fast-evolving telecom and IT landscape. The program has a maximum cohort size of 18 startups per program, with a total of 36 startups across two cohorts of six months each. The program will be delivered in a hybrid mode. C-DOT and IIT, Jodhpur sign agreement for “Automated Service Management in Network of 5G and beyond Using AI"

C-DOT, the premier Telecom R&D Centre of the Department of Telecommunications (DoT), Government of India and Indian Institute of Technology, Jodhpur (IIT-J) signed an agreement for “Automated Service Management in 5G and Beyond Networks Using AI”. The agreement is signed under the Telecom Technology Development Fund (TTDF) of the DoT, which is designed for providing funding support to domestic companies and institutions involved in technology design, development, commercialization of telecommunication products and solutions to enable affordable broadband and mobile services in rural and remote areas. The primary objective is to develop AI frameworks for automated network management, fault detection, and diagnostic techniques by utilizing continuous information generated within the network like 5G. The service will establish a real time 5G and Beyond testbed (in compliance with O-RAN) for the demonstration of the developed automated network management and slicing techniques in conjunction with specific application use-cases such as smart metering, remotely operated vehicles, etc. The agreement signing ceremony was attended by Dr Pankaj Kumar Dalela, Director, C-DOT and Dr Sai Kiran, MPR, Assistant Professor, Dept of Electrical Engineering, IIT Jodhpur. Dr Sai Kiran, MPR, Associate Professor, IIT – Jodhpur stated that “we are thrilled to announce the R&D grant received from the DoT, which will fuel advanced research and development initiatives aimed at revolutionizing network management and improving Quality of Service (QoS) in 5G and 6G telecom networks. By leveraging cutting-edge AI technologies, our team will spearhead the creation of automated network management solutions that ensure low-latency and high-reliability performance, enabling the growth of new 5G and 6G application verticals such as remotely operated vehicles, smart cities, etc.” C-DOT and IIT-Jodhpur reiterated that the successful completion of this project shall enable new use-cases in the areas of transportation systems, smart cities, and allow India in better contribution towards future 6G telecom standards.

Centre for Development of Telematics (C-DOT) and CSIR-National Physical laboratory signed an agreement for ‘Development of NavIC based IST traceable Primary Reference Time Clock (PRTC) for Telecom Sector

C-DOT, the premier Telecom R&D Centre of the Department of Telecommunications (DoT), Government of India and CSIR-National Physical laboratory (NPL) signed an agreement for ‘Development of NavIC based IST traceable Primary Reference Time Clock (PRTC) for Telecom Sector’.

The agreement is signed under the Telecom Technology Development Fund (TTDF) scheme of Department of Telecommunications, Government of India, for providing funding support to domestic companies and institutions involved in technology design, development, commercialization of telecommunication products and solutions to enable affordable broadband and mobile services in rural and remote areas.

The project focuses on the development of a device which shall provide direct Indian Standard Time (IST) traceability to all the Telecom Service Providers (TSPs) and Internet Service Providers (ISPs) within ± 20 ns. This shall benefit India in multiple ways starting from reducing the dependency on GPS, shifting to IRNSS/NavIC, digital forensic analysis of transactions, cyber secure networks, reduce call drops & further synchronise all the telecom services with one reference time source IST, developed by CSIR-NPL.

Time synchronization of the telecom networks will be foundation for a strong cyber secured nation, as every bank transaction, stock market transactions and exchange of information is through the TSPs and ISPs. Development of NavIC based IST traceable Primary Reference Time Clock (PRTC) is an initiative which aims towards achieving the objective of “One nation One time”. Speaking at the Agreement signing ceremony, Dr. Rajkumar Upadhyay, CEO, C-DOT underscored the tremendous potential of Indian R&D in developing futuristic innovative solutions for the benefit of our nation’s prosperity and improving the quality of life. He emphasized the need to collaborate in other areas of joint interest for realizing the vision of “Atmanirbhar Bharat”.

The event was attended by Dr. Ashish Agarwal & Dr. K. K. Maurya, Senior Principal Scientists along with other senior scientists of NPL. Dr. Pankaj Kumar Dalela, Ms. Shikha Srivastava- Directors of C-DOT were also present during the agreement signing ceremony.

Both C-DOT and CSIR-NPL expressed their enthusiasm and reiterated their firm commitments towards taking this engagement further with a resounding success.
